Lancashire and South Cumbria ICB appoints four to new senior positions

NHS Lancashire and South Cumbria Integrated Care Board (ICB) has appointed a new Chief Medical Officer (CMO), Chief Nursing Officer (CNO), Chief Finance Officer (CFO) and Chief People officer (CPO).  

Following a recruitment process, Dr David Levy has been chosen to take up the CMO position, alongside James Fleet as the new CPO, Sam Proffitt as CFO, and Sarah O’Brien as CNO at the ICB – which is to be established in July 2022.  

Dr David Levy 

David, who is the current North West Regional Medical Director, has a wealth of experience within medical leadership role across the NHS, working as the Medical Director of United Lincolnshire Hospitals, Midlands and East NHS England and NHS Improvement – where he served as the Regional Medical Director in 2019.  

James Fleet 

James – currently working as the Executive Chief People Officer at Dudley Group NHS Foundation Trust – has experience in a range of leadership roles, serving as the Director of Price Waterhouse Coopers health team and Executive Leader and co-founder of Four Eyes Insight Consulting.  

Additionally, James has led a variety of system level workforce programmes, including as a Senior Responsible Officer for the Black County and West Birmingham Integrated Care System (ICS).  

Sarah O’Brien 

Working as the current executive Director of Strategy and System Development for Cheshire and Merseyside Health and Care Partnership, Sarah brings vast experience from clinical leadership roles across NHS commissioning, local government and an integrated care system.  

Previously serving as a Clinical Accountable Officer in St Helens, Sarah worked closely with local government to deliver a model for place-based integration of health and social care.  

Sam Proffitt 

Sam – the current Director of Provider Sustainability is the Lancashire and South Cumbria ICS – has served the NHS since 1993 as a qualified accountant, as well as having 13 years of board-level experience as the Director of Finance.
